Sailer proposes a digital bill of rights to help build future economic prosperity
Strategy co-founder and executive chairman Michael Saylor spoke at the X Platform on Saturday, arguing that digital assets and the age of smartphones need a strong Digital Rights Act rather than restrictive regulation. His comments coincided with an upsurge in market interest as he heads one of the world's largest publicly traded bitcoin holdings.
What should be written in the Digital Rights Act?
Saylor argues that the age of artificial intelligence can boost productivity, but to unlock this potential requires better money and capital markets. To do so, he proposes a framework for digital assets with five fundamental rights or freedoms:
One is the right to create new digital assets; two, the rights to distribute assets to markets and finance enterprises and production activities; three, ownership or choice of custodians; four, transferring assets that flow between individuals, companies, wallets, and service providers; five, using assets for consumption, investment, profit-making, and mortgage lending.
He emphasized that these rights should apply to both individuals and companies. The value of an asset depends on what the holder can do with it, limiting its use limits its economic potential.
Why is this claim being made now?
Saylor's logic is that digital intelligence will automate a lot of jobs and eliminate many products, and future prosperity depends on society being able to create new businesses and opportunities at a faster rate. His stated goal is for 10 million start-ups to be funded. This is the core argument against restriction-oriented regulatory thinking.
For the lay reader, these five rights actually correspond to a complete chain of digital assets from issuance, possession and use that can serve as a simplified framework for understanding industry regulatory debates.
Strategy reactivated its holdings of bitcoin
According to Cointelegraph on Monday, Strategy resumed buying bitcoin after a two-week hiatus and purchased 950 BTC at an average price of $79.670, for about $75.7 million. After this increase in holdings, the company has accumulated 846,000 BTC with a total cost of approximately $63.8 billion and an average holding cost of around $75,416 per unit.
Following this, it is of concern whether these five rights frameworks will influence the debate on digital asset legislation in the United States and Strategy's continued upward momentum under price volatility.
