The South Korean Financial Services Commission is considering introducing a market maker system for digital asset markets.

BlockBeats reported on September 28, citing Digital Asset, that the Financial Services Commission of Korea is considering a market-making regime for virtual asset and digital asset markets. The move is read as part of the authority's second-stage digital asset legislation effort, because the current Virtual Asset User Protection Act does not contain an exception for market making.

A Legal Constraint That May Push Rule Changes

Yoo Yong-jun, a digital financial policy official at the Financial Services Commission of Korea, said on September 28 that the regulator will study introducing related systems, including market making, to improve the efficiency and stability of digital asset markets. Under the existing law, market-making activity is not explicitly exempted, so it may be treated as market manipulation or another unfair trading practice and face restrictions.

The Regulator's Wider Digital Asset Agenda

Yoo also said a future basic act on digital assets could strengthen supervision over trading platforms, fair trading, corporate governance and conflicts of interest. The possible framework would support more diversified industry activity, including custody, trading, brokerage, asset management and advisory services. It would also cover a digital asset issuance and disclosure system, the development of won-denominated stablecoins, and stronger user protection.

What Could Change for Trading Platforms

The plan may also shift some core functions of trading platforms, such as order matching, listing and abnormal transaction monitoring, from self-regulation toward a public regulatory system. If market making is introduced with clear rules, it could help liquidity providers operate without the same legal ambiguity, while giving regulators a way to separate legitimate liquidity support from unfair trading.

Risk Warning

This article is only a summary of publicly available information and does not constitute investment advice. Digital asset markets are highly volatile, and prices may change rapidly due to regulation, liquidity, technology, and market sentiment. Any potential market-maker framework may affect trading conditions, but outcomes are uncertain. Readers should independently verify facts, assess risks, and make rational decisions based on their own circumstances and financial capacity.
