Stand With crypto , a crypto group with 4 million registered supporters, has failed to push the CLARITY bill through the Senate.

On September 15, United States failed to pass the Senate's procedural vote on CLARITY with 49 votes in favor, 50 against and far short of a 60-vote threshold. Six days later, Coinbase CEO Brian Armstrong announced that Stand With crypto had surpassed four million members. Alongside its huge list of supporters and stalled legislative process, this discrepancy highlights the core problem facing crypto industry political activists: how to translate support size into actual votes for legislation.

What does four million really measure?

Armstrong's statements mark the achievement of a goal of Coinbase . As early as October 2024, the exchange pledged to help Stand With crypto expand its supporter base to four million by the 2026 midterm elections. Coinbase previously stated that it had helped found the organization in 2023 and member growth has been an integral part of its policy strategy.

It's important to note the caliber: Armstrong uses the term "membership" and the organization itself says it filters out advocates. After a Senate vote, the group said its United States network had three million supporters; in May of this year, it announced more than 3.7 million members in six markets around the world. These numbers are dated and geographically diverse, so they can neither be seen as the same growth curve nor necessarily contradict each other.

The figure of four million demonstrates the organization's reach, but its electoral significance depends on a number of factors that have not yet been quantified. Coinbase identified themselves as helping to launch the organization and set a goal of four millions, with clear strategic and operational links between both parties, but Coinbase did not disclose the total amount of funds provided to the organization.

Mobilization is visible, vote conversion unpredictable

Stand With crypto released data showing that in 2025, supporters sent more than 925,000 emails to Congress, organized 600 events and held 100 meetings with lawmakers. By August 2026, the organization said it had accumulated over a million phone calls and email contacts surrounding the CLARITY Act. The organization also published numbers of its supports by congressional districts, making this network geographically structured rather than just a national total.

These numbers demonstrate the organization's ability to evoke political action on a massive scale. The value of lists is shown when supporters actually contact MPs, participate in events or organize mobilizations locally. But key questions remain unanswered: How many independent individuals generated these calls and emails?

From the official record, procedural votes on the CLARITY bill were 49 in favor, 50 against and 1 abstention. More than a million contacts had been made and no coalition was formed to cross the 60-vote threshold needed. Membership numbers are useful as benchmarks for organizational mobilization, but by themselves they do not reveal the strength of vote-willingness, electorate qualifications or geographical clout behind lists that precisely determine whether future member growth is deepening electoral leverage or simply expanding an accessible population.

The anti-alignment concerns are more than ethical

Democratic opponents focused on presidential ethics and the Trump family's crypto business interests. Democrats on the Senate Banking Committee argued that there were significant loopholes in the proposed restrictive measures. Democratic Senator Elisa Slotkin of Michigan mentioned issues such as ethics, AML security, national security, and the Commodity Futures Trading Commission's ability to regulate transactions. Republican Senator Susan Collins of Maine criticized the more than 600-page bill for being like a mobile pigeonhole and worried about stablecoin taking deposits away from community banks and credit unions.

Stand With crypto has already proven its ability to build advocacy groups and organize large-scale political contacts, but now it needs to prove that these four million so-called members constitute a verified camp of voters who are strong enough to turn the key vote count in the Senate.
