Moscow Exchange plans December 1 launch of direct cryptocurrency trading after testing with professional market participants

Moscow Exchange, Russia’s largest securities exchange, plans to begin offering direct cryptocurrency transactions on December 1, according to senior managing director Boris Blokhin, who said the exchange is already testing the service with professional market participants. The move would take the venue beyond crypto-linked derivatives and into spot trading for digital assets, while placing retail access under tighter limits than those facing qualified investors.

From derivatives exposure to direct asset transactions

Moscow Exchange has already introduced perpetual futures tied to major digital assets, including Bitcoin and Ethereum. Those products allow investors to gain exposure to price movements without directly buying or holding the underlying tokens.

The planned December 1 launch would be a more substantial step. It would bring actual cryptocurrency transactions into the exchange’s established securities-market infrastructure, rather than limiting participation to derivative products that reference digital-asset prices.

Blokhin said the exchange does not expect to need an additional permit or license for the launch beyond the framework already in place. That suggests the service is being built around existing market access arrangements rather than a separate crypto-only authorization.

Two levels of access for investors

The planned service will not treat all investors the same way. Under the new framework, unqualified investors are expected to be allowed to purchase only a limited group of major crypto assets, including Bitcoin, Ethereum and USDT. They would also face an annual investment cap through each intermediary.

Qualified investors would receive broader access and would not be subject to the same amount limit.

That structure reflects a cautious approach to opening cryptocurrency markets. The government is allowing investment and trading infrastructure to develop, while maintaining tighter restrictions around ordinary consumers and the use of cryptocurrency for domestic payments.

Testing, settlement and the role of traditional markets

Moscow Exchange plans to use a partner digital depository for settlement, with market participants opening accounts through that infrastructure. Blokhin said testing began roughly a week ago and will continue ahead of the December 1 launch.

The delay before the public launch gives the exchange time to check settlement processes, account access and operational systems before customers begin trading.

Russia’s approach also differs from markets where cryptocurrency trading developed largely around specialist exchanges separate from banks and stock markets. Moscow Exchange is instead trying to make existing regulated financial institutions the access point for digital assets, using its established network of brokers, professional investors and financial institutions already connected to its market infrastructure.

What the launch still needs to prove

Several practical questions will shape whether investors move activity to the exchange. Liquidity, available trading pairs, custody arrangements and the overall user experience will all matter. If those elements work, direct crypto trading in Russia could become considerably more integrated with traditional capital markets. If they do not, the service may remain a limited extension of the exchange’s existing crypto-linked products.
